ORIGIN AND HISTORY
The Royal Civic Order originated as a loyalist paramilitary formation drawn from British Royal Marines and intelligence personnel who survived Operation Cromwell — the systematic elimination programme enacted by the Martial Law Authority following the death of King Charles III at Devonport in the early 2000s.

The MLA's Operation Cromwell was designed to permanently close the question of British monarchy by eliminating all viable claimants to the throne. A significant portion of the surviving loyalist military and intelligence apparatus escaped aboard Royal Navy vessels before the programme could be completed. The organisation has operated in exile since approximately 2004, initially from Canadian maritime territory and subsequently from various private arrangements across North America.

KEY FACT: The organisation is internationally classified as a terrorist entity by the UK government and several allied states. Its members are wanted individuals under MLA jurisdiction. Night City's extra-territorial status and absence of functioning federal extradition infrastructure makes it one of very few locations in North America where the organisation can operate openly.
CANADIAN OPERATIONAL PERIOD — 2004–2044
During their forty-year Canadian exile the Royal Civic Order maintained cohesion as a military unit through a combination of private security contracts, arms trading, and internal discipline. The organisation funded itself through legitimate and illegitimate means and retained a functioning command structure throughout.

Lord Mountbatten assumed leadership of the organisation approximately 2031 following the death of the previous commander. Under Mountbatten the RCO became more politically organised and began actively seeking a permanent base of operations from which to pursue long-term objectives.

The organisation approached Militech regarding a formal arrangement in 2043. Negotiations concluded 2045 with the Night City agreement.
THE NIGHT CITY ARRANGEMENT
The RCO's move to Night City was negotiated in exchange for the transfer of British naval assets in RCO possession since their 2004 departure — including Trident-class submarine complement and associated hardware — to Militech Naval Acquisitions Division.

In exchange Militech agreed to: formalise RCO presence in Night City under the "civic auxiliary" designation, provide Executive Zone residency rights, and provide political cover through the Drenshaw campaign infrastructure.

NOTE ON ASSET TRANSFER: The naval asset transfer was completed in full prior to the Locke Tower event (2045.10.30 — see asset transfer records). Executive Zone formalisation was pending at time of incident and has not been completed.
INTERNAL STRUCTURE — KNOWN PERSONNEL
LORD MOUNTBATTEN — Supreme Commander. Deceased (Locke Tower incident).

THOMAS GREAVES — Operations Officer. Status: active.

OPHELIA STROUD — Finance and logistics. Status: active.

LADY EVELYN ASHCROFT-MOUNTBATTEN — Financier and hostess. Mountbatten's wife. Primary donor network. Status: unknown post-incident.

SECONDARY COMMAND ("BRONSON") — Identity: confirmed, name withheld from this document pending security review. Role: enforcement and internal discipline under Mountbatten. Assessed as likely successor in event of Mountbatten incapacitation. Temperament: aggressive. Not politically sophisticated. Consider him a blunt instrument that has just been handed command of a scalpel.

THREAT ASSESSMENT
Pre-incident assessment: moderate. Organisation is disciplined and well-resourced but dependent on Militech goodwill for operational legitimacy.

Post-incident assessment: elevated. Loss of Mountbatten removes the moderating political voice from RCO command. Bronson's likely succession introduces a more aggressive and less predictable leadership profile. The organisation retains full military capability with reduced diplomatic constraint.

Of particular note: Mountbatten was the primary internal opposition to RCO expansion into Little Europe. With Mountbatten gone, that restraint is gone.
POST-INCIDENT THREAT: ELEVATED

Current Militech position: reduced direct engagement with RCO pending assessment of new leadership. MIL-OBS protocols suspended pending review.
