Operation BLOODHOUND is a deniable direct-action tasking against Arasaka’s covert maritime presence in the port of Belém, northern Brazil. The operation stages from USS Judas and is executed by Militech Secret Task Force 9 (MSTF-9), callsign NAPOLEON.
The objective of BLOODHOUND is the destruction of Arasaka’s concealed submarine pen on the Belém coast and the Arasaka submarines berthed within it, together with the port logistics that support them. The operation opens with a preparatory strike on Arasaka-aligned power infrastructure to induce a blackout and degrade local control; this is a shaping move, not the objective. Under cover of the disruption the task force inserts, fights through to the concealed facility, and demolishes the pen and its submarines.
Arasaka response capability in theatre is assessed as significant but containable. Militech attribution must be prevented under all conditions. The task force recovers by AV to USS Judas on completion; no uniformed Militech recovery will follow them into theatre.
Theatre is the port of Belém and its coastal approaches, at the mouth of the Amazon. The city is poor, dense, and humid, built along the waterfront — river traffic, contract dock labour, and private maritime security operating with little local oversight.
Militech assesses that Arasaka is running Belém as a covert maritime hub behind civilian port cover — restricted cargo movement, submarine support, and private security. Public port infrastructure masks a concealed submarine pen built into the coast: the operation’s objective.

BLOODHOUND is intended to remove Arasaka’s covert submarine capability staging out of Belém by destroying the concealed pen and the submarines within it, while keeping Militech involvement deniable.
The opening strike on power infrastructure is a shaping move: it plunges Arasaka-controlled districts into a blackout, degrades local command and security response, and creates the disruption the task force needs to reach the coast and breach the facility. Militech assesses that anti-Arasaka militant cells will exploit the same blackout, adding noise that further covers the task force’s movement — a low-attribution model in which Militech’s direct footprint is minimal and brief.
Local militant response is assessed as probable and, within limits, favourable to cover. Escalation beyond planned thresholds is assessed LOW. Wider second-order consequences are carried as [REDACTED].
Primary target is the concealed Arasaka submarine pen on the Belém coast — a covert submarine-support installation built into the cliff / cave system — and the Arasaka submarines berthed within it. The intent is the structural collapse of the pen and the destruction of the submarines and support assets inside. A possible strategic weapons platform has been reported aboard one submarine; strategic-weapons capability is reported but unverified.
Preparatory target is Arasaka-aligned power infrastructure feeding controlled districts of Belém. Its demolition opens the operation: it induces a blackout to degrade local control and cover the task force’s movement to the coast. It is a shaping objective — the operation does not end with the power strike.
Operation BLOODHOUND stages from USS Judas, a Militech aircraft carrier serving as the launch and command platform for the tasking. USS Judas houses MSTF-9, the AV flight, mission command, demolition stores, supplies, and the communications relay prior to insertion. (USS Judas remains in active service as a standard fleet carrier.)
USS Judas will maintain black-position status outside confirmed hostile maritime lanes. All task-force deployment records are to remain compartmentalized. In the event of theatre compromise, USS Judas is not authorized to confirm operational linkage to MSTF-9.
The operation’s demolition stores were moved forward under a restricted logistics movement — notice bundle NC-MB-04/V44, loaded at NorCal docks (see Attachments).

Insertion is by AV from USS Judas. The flight transits at low level to the power facility for the opening strike, then conducts a second low-level insertion into Belém for the exploitation phase. The platform does not close the coast; drop points and routing are compartmented.
AV transit over a contested urban area is assessed as the highest-exposure phase of insertion. Comms degradation during the urban phase is anticipated.
Recovery is by AV to USS Judas on completion of demolition. The AV flight holds on station for the task force’s exfiltration and lifts MSTF-9 from a designated coastal pickup once the pen is collapsed. A contingency fallback is held for a delayed or displaced pickup, with an alternate pickup point and an extended platform hold.
Because BLOODHOUND is a deniable tasking, no uniformed Militech force will deploy into theatre in support — recovery is organic to the task force and its AV. This is a constraint on visible support, not on extraction: the AV is committed to bring the team out. In the event of compromise the priority is a clean exfiltration to USS Judas while attribution is held; the platform maintains black-position status to receive them.
Principal risk factors are pre-deployment assessments. Arasaka intelligence on the maritime facility is incomplete; the assessment that response is containable rests on partial data.
